but recently i think the banker could of offered the bankers gamble

Even Banker's Gambles are random DWR. ;) ;)

More often than not he doesn't offer it when the 2-box board is perfectly set up for it - yet it can happen too that he offers it when no-one expects him to... ;) ;)
