I think this part is an Eye, as it will fill with water and overflow when you cry, and eyes can say so much without any words, and they of course are set in white.

The first part of the riddle fits with some of an eye, many colours, a window (on your soul/mind), clouded, but not sure about the others in the first part. :?

I assume it has something to do with fingers or thumbs then.

A plaster cast? A thimble?

Those are the only other two things I can think of that you'd put on a finger.
