If we keep one and not the other, we know where the offer's going. Lose both, it's a comfortable anticlimax. Keep both? Impossible to imagine the offer then.

The Banker says this is a tough decision because he DOES stand to lose on average with a purchase of 25, but the NOTHING could save him so much money in future by scaring players...

...but he doesn't think other people will actually be scared off, so he says NO DEAL to 25. :P
