Because £21,560 was such a life changing amount for her that she couldn't bear ANY risk of losing it all.

Don't get me wrong, it was very, very cautious, but IMO not indefensible, as there was still a very small chance of her being forced to the end and winning £2,000. Heck, she was very close to dealing her round 4 offer of less than ten grand!

I don't like to consider any deal 'horrible', but IMO Chris' deal was still harder to comprehend, as the theoretical worst case there was a drop from 13k to 5k.
