Looks like your temp internet files. You could try clear the cache and cookies and try. Might also be your firewall and as it's on a microsoft page I think it would be safe to disable

That seems to be part of a Network Folder?
But it only works with XP Service Pack 1, If you downloaded XP Service Pack 2 the problem should go away
