It was obvious that it was suicide, as the official picture of her hovering over the edge showed Phil the exact distance he was from her when she threatened to jump, and he would have had to move towards her to push her off so it was obvious.

I think it was suicide as well. Just before she jumped/was pushed/fell, she said "Watch me, Daddy" when Phil said she wouldn't jump.

It is hard because Phil looked at his hands after she landed on the bonnet of the car but he didn't push her because Stella would have screamed...

You forget it is another failed marriage, another bad experience for him, and in order to protect his son he's taking the blame.
