I'd say not. There have definitely been some games where it wasn't offered (although it usually is).

I think there were a few games where they edited out the swap!

But haven't those games mostly been those were the swap would be pretty irrelevant anyway? (Barbara, Janet, etc.) The only game I can think of where there was a significant difference between the two amounts and yet no swap was offered is Cocky Bill's. We didn't see Hilary or Gaz being offered a swap, but they apparently were...
