Here's my thoughts.

If the £100k was in Box 19, then The Banker would have just said he'd seen the £100k. He wouldn't have bothered with this vague "at least £35k" stuff.

Therefore Box 19 doesn't contain £100k.

He's using the play-it-as-normal strategy, which I approve of (and which has received academic backing in one study of the Italian version, but I need to find that again).
