Oh yeah I seem to remember that debate... I guess if the peak offer was 1p less it would be an OPW, and if it was 1p more it would be a (very harsh!) OBW, so logically this situation is an OD.
However you could legitimately argue that any time the player gets the most available out of the game it should be an OPW - for example if you have two identical peak offers and deal one of them then it's an OPW, so should it be any different when one of the "peak offers" is the box itself... it's never
quite been a system to cover all possibilities!
Although I think how to treat a swap was well defined - count the swap as their box if they go to the end, or if they dealt then count the box that they "sold" (the one in front of them at the time of the deal).
An idea I had a while ago for a simpler scoring system would be to just use the percentage of the peak game value that they won - obviously 100% is equivalent to OPW (or OD!) but it's not always clear how other scores correspond to "beating the Banker" or otherwise.
